2025 USPS MAIL GROWTH INCENTIVE REGISTRATION DEADLINE MAY 30, 2025

The USPS Mail Growth Incentive for 2025 offers eligible mailers a 30% postage credit on incremental mail volume that exceeds their 2024 baseline. This applies to both First-Class Mail and Marketing Mail, including Nonprofit mailers. To qualify, mailers must have a minimum of 1 million pieces mailed in the 2025 calendar year and grow volume beyond their 2024 baseline. 

Key Details: 

  • Baseline: Determined by the USPS fiscal year 2024 (Oct 1, 2023 – Sept 30, 2024). 
  • Performance Period: January 2025 – December 2025. 
  • Credit: 30% on incremental volume exceeding the 2024 baseline. 
  • Minimum Volume: Must mail at least 1 million pieces within the performance period. 
  • Registration: Registration for 2025 began in December 2024, with the last date to submit a new request being May 30, 2025, and the last date for in-process requests to be completed with an approved baseline being June 30, 2025. 
  • Eligible Mail Classes: First-Class Mail and Marketing Mail (including Nonprofit). 
  • Credit Issuance: Postage credits are issued to qualified Mail Owners after six, nine, and twelve months from the start of CY 2025. 
  • Credit Usage: Mail Owners have until December 31, 2026, to use postage credits received during calendar year 2025.
