In-County Rates for Periodicals
Below is an explanation of when/how pieces in a Periodical presort qualify for In-County Rates:
In-county rates are based on the county that your origin ZIP Code is in. Your origin zip code is in a specific county. The records in your database that are in the same county get Incounty rates. Those records not in that county, do not.
Validate the database with County Name and County Code boxes checked in the Output section of the Validate window, then Presort with the InCounty box checked in the Presort setup window to get Incounty rates.
